Mr. Smith is a farmer living in a tent in Vault City Courtyard. He can give the Chosen One a quest to acquire a plow from Happy Harry's store. The plow can be bought for 1000$. After a successful speech check, the plow's price can go down to 800$. After completing the quest, Mr. Smith will give you a Desert Eagle, which is worth more than 800$.
