Moretti was a colonel of the United States Armed Forces.

BackgroundEdit

The Colonel initiated a research program for new plasma rifles to replace the aging Winchester P94 plasma rifle. RobCo Industries won the bid and cooperated with the colonel in creating a prototype quantum plasma modulation matter injection rifle at the newly acquired REPCONN Aerospace facilities and later mass production of a standard-issue version (although the Great War happened before full scale production began).

In an interview in the March issue of Future Weapons Today, he "slams the venerable P94 plasma rifle".
