The following is based on information from Fallout Tactics.

McCarthy is a Brotherhood of Steel paladin guarding a Brotherhood bunker reminiscent of the ones found in Fallout and Fallout 2 with paladin Hubert in 2197 in the special encounter Uprising.

Background

He and Paladin Hubert are standing guard outside a Brotherhood bunker that the player cannot gain access to, regardless of current rank and use of lock picks or the electronic lock pick. There are a number of dead civilians around the bunker's entrance that the duo have killed because they were trying to gain access to the bunker.

Interactions with the player character

Except for some after battle quotes there is no verbal interaction. When attacked he will take turns with Hubert firing his minigun.
