A young woman with dark green hair, Lorraine is one of a half dozen scavengers working for Sammael. She views the Regulators as a strict but acceptable police force, and is unaware of their true intentions. She also sees the Blades as the violent group that the Regulators portray them as.
Lorraine can be spoken to for a little basic information on Smitty, Miles, Caleb, Zimmerman, and Taylor. Other than that, she doesn't have much to say. Lorraine will not take part in the battle between the Blades and the Regulators.
The following is based on Fallout cut content and has not been confirmed by canon sources.
Much of Lorraine's dialogue is actually closed off. She was to be one of the major players in the Romero-Julianna love quest, informing the player of the Rippers' hideout's traps, and of the duo's attractions. Her dialogue was not recent by the time Romero and Julianna were cut; Romero was slated to be a Blade, not a Ripper.
When asking Lorraine about Adytum and L.A. before the Great War, she mentions that the people in the pre-War world did all sorts of important things, like make computer games. Stating that making computer games isn't important causes her to snarkily point out that you're in the middle of playing Fallout.
