Lao Chou is the Chinese proprietor of the Flying Dragon 8, not sharing the xenophoby of his fellow Shi. Jovial and knowledgeable, he sells equipment of the highest quality as well as information. He is also extremely honourable, holding people up to their word and not giving them any slack, especially if they try to weasel out of it.
