It commemorates the Battle of Hoover Dam. The rangers lured the best of Caesar's Legion into Boulder City, then blew the whole town up. The NCR still lost a bunch of troops in the fighting, though. My older brother sacrificed himself so they could evacuate some of the wounded.

Private Kowalski is an NCR private encountered in Boulder City in 2281.

Background[]

An enlisted soldier in the ranks of the New California Republic Army, normally stationed at Camp McCarran, Private Kowalski has recently received leave and plans to head home to see his family in California with a caravan, going through the 188 Trading Post. During a layover at the post, he decided to make his way to Boulder City, to pay his respects to his older brother, Donald, at the Boulder City Memorial. His brother sacrificed himself so that the rest of the unit could evacuate some of the wounded during the terminal stages of the First Battle of Hoover Dam.[1][2][3]

Quests[]

  • Defacing the Humble Stone: Desecrating (shooting or otherwise harming) the Boulder City memorial will make a Speech prompt and, depending on the Courier's selection, may make him become hostile. Killing him will give NCR infamy. If the Courier passes the Speech check and shoots or harms the memorial again, he will not open fire. Calling him and his brother a "little bitch" will cause him to become hostile.[4]

Effects of the player's actions[]

  • Private Kowalski does not remain at the memorial indefinitely and will disappear from the game world sometime after the Courier arrives near Boulder City.

Notes[]

  • Shooting or causing damage to the Boulder City memorial will cause Kowalski to follow the player and once he gets close enough, force a speech prompt. However, if the Courier flees instead of allowing him to get close enough to engage in dialogue, Kowalski will continuously follow regardless of how far they travel from Boulder City.
    • If the Boulder City Memorial is shot, Private Kowalski will run towards the player indefinitely, even after fast traveling away. If one enters an area in which he cannot follow, such as a DLC area, he will wait at the entrance. The only time he will stop running is if he dies or catches up with the player.
