Kohl is the gentle-looking Citizen, who's the Chief Librarian of the Vault City and runs the Information Office. He is responsible for administrating the library resources throughout the city, but in 2241 fears his position is slowly becoming obsolete, as a majority of written records throughout the city have been transcribed into an electronic format and accessible remotely on terminals throughout the city. He loves books and tries to convince himself that changing over to electronic format is for the best, but still...
