Kessler is a woman living in Bunker Hill in 2287.
Background
Kessler will mention that the merchants in Bunker Hill pay the local raiders for protection when spoken to. She also mentions that the Minutemen were once counted on to protect the merchants, but since they fell apart the people of Bunker Hill had to find a way to get by on their own. She will also tell the Sole Survivor that she is not interested in joining the Minutemen even after completing her quest. To be able to rule Bunker Hill, you will need to talk to Kessler again after completing The Battle of Bunker Hill.
