Jules is a survivalist, and respects others whom he considers fellow "wasteland warriors". He once roamed the deserts of the Mojave before deciding to find a place to settle down. He came to the small trading settlement in North Vegas Square, and stayed to protect the inhabitants from the dangers posed by Fiends and hostile wasteland creatures.

- Someone to Watch Over Me: Jules informs you of the whereabouts of Alice Hostetler.
- Meeting an Equal: He holds the schematic for .44 SWC hand load ammunition, which he will give to you if you pass a Guns skill check of 50 and a Survival skill check of 60. Passing these checks will make him see you as a "wasteland warrior".
