Joseph is the eldest resident of Little Lamplight, at 15 years old[1]. His little sister is Penny.

Joseph teaches the history of the world and Lamplight Caverns to all the kids who volunteer to learn. The player can sit in on Joseph's class by visiting the Little Lamplight schoolhouse in the mornings. If pressed during conversation, Joseph explains that he and his predecessors began by teaching survival skills to younger children, but they were able to recover some Holodisks from Vault 87's classroom at some point, and this provided them limited teaching materials. Over time, all access was cut off from Vault 87, and nothing new has been recovered in several generations.

In the mornings he teaches kids in the classroom and after He can be found down by the water in the Great Chamber.
[edit] Interactions with the player character
If you rescue Joseph's sister Penny from Paradise Falls (see the Rescue from Paradise quest), you can ask Joseph about an old access door to Vault 87 (You can use Child at Heart instead of saving Penny). Joseph will turn on a hackable computer terminal that can open the door. This approach saves the player a trip through the dangerous, Super Mutant infested Murder Pass.
This can also be accomplished if Mayor MacCready is asked if Murder Pass is the only way to get into Vault 87. MacCready will then tell you about the computer and you will get the option to talk to Joseph about it.
Joseph is also the town barber, and can give the player a change of hairstyle.

- If you convince the other two children to leave Penny behind during Rescue from Paradise, Joseph will still act as though you saved her despite the fact that she remains in Paradise Falls indefinitely.
