Background
Sergeant Reise was a non-commissioned officer in the U.S. Army posted at the Boston Police rationing site in 2077. He arranged a deal with Detective Perry, a member of the Boston Police Department posted at the same place, to steal supplies meant to be distributed to civilians to then sell them on the black market.[1]
