Joey is a small-time chem dealer in the west side of the Den in 2241.
Background
Joey used to be a good kid, but ever since he hooked up with his punk friends, he's taken a turn for the worse. Mom hasn't seen him in so long, she barely remembers his name.
Joey recently stole a shiny gold locket from one of the Den's abandoned homes, and now some say that the same house is haunted.

Related quests
Since Joey stole Anna's locket, you're going to need to take it back from him if you want to send Anna to the afterlife. You can convince him that Anna will come back for revenge with IN 6, pay him $50 (or $20 with a good Barter skill), or use ST 5 and a Speech check to force him into giving you the locket. If you fail the ST and speech check, don't be surprised to see Joey attack you.
Other interactions
Joey's a bit of a Jet dealer, and he'll offer you a piece of the New Reno experience for the low, low price of $500. A decent Barter skill can lower the price to $350, which is still 14 times what Jet is actually worth later on.
If you're female, you can sleep with Joey for no real benefit.

Bugs
If you sleep with Joey, he'll move up on the map, closer to Becky's. As soon as you leave the map, he'll disappear, preventing you from getting Anna's locket.
