Dr Jing Tie Gahng is a man of Chinese descent with what seems to be a perpetual scowl on his face. He is responsible for creating compounds and devices for the Emperor and for the Emperor's advisor, Ken Lee. In 2242, his team was working on fuel derivatives and polymers that would withstand massive attack, but the latter was, sadly, still in theoretical phases (it is possible, that they were continuing the HERMES project development).
He also has the authority to channel fuel to either the tanker or the space shuttle, but requires a powerful suit of armour to study. Hardened power armour, to be precise.
