Jas Wilkins runs the mess hall in Sloan in 2281.
Background
Originally from California, Jas explains that her hometown was better than it's ever been, but then goes on to say it was "all very boring" thus leading her to leave and head east, towards New Vegas.
Her great-aunt is Rose from Fallout 2. This is revealed when she tells the Courier that her great-aunt used to keep a deathclaw locked up for deathclaw eggs until a stranger came into town and shot it in the eye.

Notes
- Four strange meat pies can be found on the counter in the mess hall kitchen, suggesting that Jas is either a cannibal or very lax about her meat supplier.
- With the Cannibal perk, there is unique dialogue when speaking with her for the first time.
- The Ghastly Scavenger perk also provides bonus dialogue.
