Colonel James Hsu is the commanding officer at Camp McCarran in 2281.
Background
Born in San Francisco, Colonel Hsu is a more level headed officer in charge of the Mojave operations, as opposed to his counterpart, Colonel Cassandra Moore or the hawkish General Lee Oliver. He cares a great deal about his soldiers and Rangers put under his command. In the words of Craig Boone, he would've long since been a General, were it not for General Oliver's intereference.
He is found at Camp McCarran. Enter the Camp McCarran terminal building and his office is on the left. Hsu may be the first character to mention the missing Ranger Bryce Anders as well as Fiend leader Motor-Runner, and when Anders is reached in Vault 3 he initiates the unmarked quest Bounty Killer.
