James Hargrave is the fatherless and problematic little son of Tammy Hargrave in the year 2277.

It is hinted that he has an abusive mother. Occasionally, when with CJ Young, he says: "Hey, CJ, lets play killer. You'll be my mom, and I'll be a serial killer."
Apparently, despite their contrasting personalities, James Hargrave and C.J. Young are good friends. C.J.'s mother does not disapprove of their playing together, but hopes that C.J. can be a good influence on the boy.
[edit] Interactions with the player character
If you engage James in conversation and bring up the issue about his equally problematic alcoholic mother, he gets angry. This leads to an option for you to insult and goad James into running away from home (uses Speech skill). If successful he runs away with C.J. Young; they can be found at Anacostia Crossing Station and be sent back home. It is even possible to "find" him before he runs out of the room. There is no reward except for positive karma.
Note: If the player character has a high negative karma rating, three Regulators may shoot at James Hargrave when the player leaves. Alternatively, if the player has a high positive karma rating, three Talon Company Mercs will be in place of the Regulators.
Players with the Child at Heart Perk can ask James to steal ammo for them. You do not lose karma. He will get a random amount of ammo and a random type of ammo once every 12 hours. Take note that if James runs away and is returned, the option to get ammo from him disappears for a while, however, after a couple of days this option will become available (again).

- It may be interesting to note that if you kill his mother and then ask about his family he will answer "Dead. Some asshole like you killed them."
- A cannibal in Andale mentions they killed a man who said he had a son in Rivet City. This could have been James' father.
- Amusingly, you can find a switchblade in this little troublemaker's footlocker next to his bed. This could possibly be some kind of reference to how Butch had a switchblade as a child, but it is unlikely.
