James was one of Saul's brothers, but he died a few years before the events of Fallout take place.
Background

James, Saul, and Darrell are all brothers who grew up in Junktown, but the least information is known about James. According to Saul, James died a few years before 2161 during a raider attack on Junktown. The raiding party that attacked Junktown was likely sent from the Khans' raider camp just northwest from there. The only other possible explanation is that it could have been a few members of the Skulz who robbed the brothers, killing James in the process.
