While Jason was scavenging the ruins, I caught a glimpse of the group by the pool in the afternoon.— Isabella, referring to the ghouls

Isabella Proud is a dead scientist found in Takoma Park in Fallout 3. The corpses of her and her research assistant, Jason, are behind the buildings on the other side of the canal through the factory. Access is gained by climbing the broken metal structure in the canal and jumping to the ledge on the far side. Progressing between the buildings and heading right will lead to the edge of a pool. The whole area is radioactive. The campsite is at the far end. There are a few normal feral ghouls and one glowing one named Samuel, along with some minor items.

Background[]

A scientist conducting research into feral ghouls, Isabella and Jason embarked on a months-long research effort to better understand the ghoulified former humans. On the 45th day, thanks to Jason locating a suitable terminal, she decided to move their workstation closer to their research area, inching ever closer to Takoma Park. Proud was a keen observer and on the day of moving, she observed that feral ghouls were not afraid of the daylight, but preferred indoor habitats.[1]

She performed a number of experiments to obtain hard data on feral ghoul behavior. One of these occurred on day 51, when she filled heavy basins with water and irradiated them to varying degrees. Thanks to their radiation suits, she was able to irradiate one to the point of lethality, which attracted the greatest number of feral ghouls, and succeeded far better than any lures they tried beforehand.[2]

On day 53, thanks to Jason salvaging and restoring a generator to working condition, Proud was able to move the terminal and establish a camp very close to the feral ghouls she was observing.[3] Five days later, she had a close encounter with "Melinda," as she called the feral ghoul that approached her when she was checking the experimental basins. Instead of attacking directly, "Melinda" seemed to sniff Proud's radiation suit covered in irradiated resin Isabella used to irradiate the basins. The feral ghoul then retreated, disappearing into the ruins, leaving Proud wishing she had a way to tag the ghouls properly (or identify gender, as feral ghoul bodies decay to the point that a determination is impossible; Proud assumed "Melinda" was female due to the way she, or rather, it moved).[4]

The feral ghouls disappeared after the encounter, leading Isabella to consider the possibility of "Melinda" informing her group of the human presence, perhaps even warning them. She shrugged off Jason's concerns, believing that the risk of them staying was worth the knowledge they could gain.[5] She grew even bolder in the coming days, sleeping in the research site overnight. No ghouls came, but she did see motion in the far ruins that could be the returning ghouls.[6] Jason spent the night with her the following day, with Proud using a heavily irradiated water basin as a lure. From the safety of a camouflage screen that Jason fashioned, they observed a group of feral ghouls emerge after dark to settle into the water, with an "alpha male" (a glowing one) seemingly leading the pack.[7]

A week later, she decided on a daring move, deciding that observation has ran its course. Instead, she would approach the group at dusk. Since Jason would vehemently oppose the plan, she decided to secretly coat his radiation suit with the same irradiated resin she has been using, to attract the feral ghouls to them and interact with them.[8]

They were both killed in short order.[9]
