Irving Cheng cannot be Mezzed
Irving believes himself to be an old Chinese Army Comrade and somehow has a tendency for strong diplomatic actions (i.e. councils, committees, .) If you hack the computer in his residential suite in the upper levels of Tenpenny Tower, he writes that his father was one of the leading officers in the Chinese Army, as well as his "plans" for creating a Communist state.
