The Human Dignity Bloc was a voting bloc of Vault 11 in Fallout: New Vegas.
Background
In response to the social experiment of Vault 11, voting blocs were created for both mutual defense and to elect citizens who were considered undesirable by the bloc.
The Human Dignity Bloc was one of these many voting blocs. In the final overseer election the block endorsed Donna Haley for overseer, accusing her of being an adulteress and communist sympathizer. [1]
