In response to the social experiment of Vault 11, voting blocs were created for both mutual defense and to elect citizens who were considered undesirable by the bloc.
Like the members of other units, the members of "Human dignity" took an active part in the election of the candidate for the post of Caretaker. The main selection criterion, apparently (as its name implies and records in one of the terminals) - is an indignity on the part of the overseer candidate. This is evidenced by the case where the block has nominated for election the candidacy of Donna Haley. In the final overseer election the block endorsed Donna Haley for overseer, accusing her of being an adulteress and communist sympathizer. 
The Human Dignity Bloc is only mentioned in Fallout: New Vegas.
