Upon arriving in Necropolis, the Vault Dweller arrives at the water shed, where the Necropolis' pump for bringing water up from deep underground is kept. The Vault Dweller needs to fix the water pump in exchange for a functioning water chip. Before he can get to the water shed, though, he must deal with a super mutant garrison guarding it, led by Harry.
Harry is a simple mutant who needs a rather large strap to keep his face from falling off. He is remembered for noticing that the Vault Dweller "not look like ghoul". It's possible to have Harry take the Vault Dweller straight to the Lieutenant in Mariposa Military Base, whom he calls "Lou". It is far more likely, however, that the Vault Dweller kills Harry.
According to the Vault Dweller's memoirs, Harry, or at least one of his super mutants, kills Ian, the Fallout NPC.
