Hannibal Hamlin is the leader of the Temple of the Union in the year 2277. He dreams of creating a safe haven for runaway slaves in the Lincoln Memorial.

Hannibal is an escaped slave from Paradise Falls who wandered the wastes until he found Lincoln's stone head, which inspired him to found the Temple of the Union to free all slaves from slavers, and keep run-away slaves hidden from their owners.
[edit] Interactions with the player character
In the quest, Head of State, Hannibal will ask the player to check the Lincoln Memorial for slavers and to get the Lincoln Memorial Poster for Caleb Smith. When you get to the Lincoln Memorial you'll find out it's inhabited by Slavers. At this point you can tell Hannibal about the slavers or turn him, and everyone else, in to Leroy Walker. If you tell Hannibal about the slavers he'll ask you to kill them, and after killing them you can tell him it's safe to go to the memorial. As a reward he'll give you the Schematics - Railway Rifle. You can also sell Lincoln-related objects to him for profit.

- Hannibal Hamlin is 43 years old. He was 14 when he was first enslaved. He was enslaved for 23 years. And when you meet him, he has been free for 6 years.
- When first encountered in the Temple of the Union, Hannibal wears Recon Armor. However, once he has settled into his new home at the memorial (once the head is reattached), he will wear combat armor.
- A funny note, he will call Lincoln's Hat ridiculous, but he will wear it once you sell it to him.

[edit] Bugs
- If you tell Hannibal to wait until after you kill the slavers at the Lincoln Memorial, his band may depart and wander the wasteland without occupying the Memorial. Hannibal's group will keep wandering with no apparent objective. Fast traveling to his location is impossible, as the group will have moved on long before you arrive. Make sure to remove all booby traps like grenades and trip line death traps to trigger completion of mission.
- After telling Hannibal that Caleb is ready. You go to the Monument and he will not be there. This is because he can fall through the ground near the monument. After he falls he will not return.
- Solution: Check for Hannibal NE from the Monument you will see the sign "Metro Station" if he and his group is not there you can do the following if you have the PC version. Open the console with ^ then type prid 000239DD followed by moveto player and Hannibal should be right next to you.
- Killing all the slavers before telling Hannibal the slavers are occupying the memorial may result in the quest marker for killing the slavers still existing on Leroy Walker's body. However this appears to be only a minor bug and can be completely ignored. Collecting the memorial poster, taking it to Caleb and telling Hannibal that Caleb is ready to go will make them start their journey to the memorial with no remaining problems.
- After waiting for Hannibal and he DOES arrive at the monument, sometimes he will have no body and only his head and arms are visible. The same goes for Caleb.
- After completing the mission: head of state, when you return and talk to Hannibal, and say goodbye, he will keep saying bye over and over again (PS3)(360)
- When first talked to by Hannibal, he will ask the player to promise not to reveal the Temple of the Union to slavers. If the player chooses the "I'll need to think about that" speech option, Hannibal will allow the player to stay, but not allow him or her to leave. If the player jumps out of a window, the town will not go hostile. Instead the front gate will be locked to very hard difficulty. Ringing the front door bell forces Simone Cameron (the guard) to repeatedly come down to the gate, but not allow the player in, only stating "You ain't supposed to be looking at me, to say nothing of talking to me. Now, beat it! Hannibal is waiting for you." From this point on it is impossible to get back into the Temple of the Union without picking the lock.
- If you are on the Quest to retake the purifier and are also on the quest step to meet Hannibal's group at the Lincoln memorial, Hannibal's group will sometimes wander into the firefight at the Jefferson Memorial where Liberty Prime will summarily attack and kill them, causing the quest for Hannibal to fail.
- Sometimes, if you listen to his speech about Lincoln (very funny) he will never give it again. Everybody will walk up to the location in which he delivers the speech, and stand there while he continues to walk around looking for any enemies.
- If you talk to Hannibal Hamlin while he speech about Lincoln, he will keep on saying "Bye".(Confirmed Xbox 360)
