From The Vault
The Grifter's Fit is a piece of clothing in the Fallout 3 add-on Point Lookout, worn by the ferryman Tobar.
It provides a damage resistance of 2 as well as bonuses of 1 to Charisma and 5 to Small Guns. The fit can be repaired with Wasteland Outfits, Wasteland Doctor Fatigues, Wasteland Surgeon Outfit and Roving Trader Outfit.
Tobar presumably took or scavenged the fit from someone, as it has a name tag from its previous owner which has been scratched out with marker and replaced with "Tobar" written above the tag. The name appears to be Chris.

Can be taken from Tobar upon returning to the Duchess Gambit after meeting Nadine at the Ark & Dove Cathedral. Nadine will explain that Tobar is the one who performs the brain surgery on the Tribals, and he keeps all of the brain pieces. She says that you can go and take care of him in the engine room. After talking with him, he will turn hostile.
