Proconsul Gregory is a member of the Vault City council and Citizenship test administrator in 2241.

BackgroundEdit

A grim-looking bureaucrat with a narrow face and thick eyebrows, Gregory carries out Citizenship tests for those Outsiders who wish to join the ranks of VC Citizens. He considers it the only worthy way of attaining citizenship (besides attaining it by birth) and should Joanne Lynette grant it to someone who doesn't fit the extraordinarily high criteria, he acts most displeased.
