Proconsul Gregory, a grim-looking bureaucrat with a narrow face and thick eyebrows, is a member of Vault City's Council and carries out Citizenship tests for those Outsiders who wish to join the ranks of VC Citizens. He considers it the only worthy way of attaining citizenship (bar being born into it) and should Lynette grant it to someone who doesn't fit the extraordinarily high criteria, he acts most displeased.
