The Gomorrah 3rd floor is a test cell in the game files of Fallout: New Vegas.
Layout
A third floor to the Gomorrah exists within the game, but its option in the elevator menu is disabled. This floor houses the non-penthouse rooms available at the Gomorrah, as well as a small janitorial room. There are no non-player characters on this floor and there is no notable loot.
Appearances
Gomorrah 3rd floor appears in the game files of Fallout: New Vegas but should not be considered canon due to it being a test cell.
Behind the scenes
When asked about the removal of the area, Joshua Eric Sawyer stated: "Gomorrah, even as it shipped, was large and difficult to navigate. Several quests had to snake through that labyrinth and having additional levels actually detracted from the experience."[1]
