Garret can be talked to, but he will barely interact with the player, referring him to Set in the evening. The only other thing Garret will do is give the player a reward for the super mutant elimination task given by Set, the reward is based on how much Garret likes the player. This is determined by the player's Charisma and positive Reputation. To establish a reaction, the player needs to talk to Garrett between 7:00 and 18:00.
