His hair was falling out within a week of him showing up. I wanted to believe we could save him, but there's no way a few iodine tablets a day was going to reverse the radiation he must have been exposed to out there. He was a good man. He deserves better, but I can't go out there and give him a proper burial. Maggie's going to stay up with Robin and let her play some holotapes loud tonight. That's when I'll take Frank in the back and cremate him. I wish our furnace was big enough to hold him in one piece. God help us. How could it have come to this?”
Before the bombs fell, he helped his friend's family build Hamilton's hideaway, they completed the shelter in July 2077. Before the war, he worked as an employee at a generator company. On October 23rd, 2077, he was on a sales trip in Pennsylvania, selling generators to a mining operation. Being inside the mine shafts saved his life. He spent hours crawling through the rubble to reach the ground again. He then attempted to make the long journey to his friend Hamilton's shelter. On the way, he attempted to gain entry into a vault in Burkittsville, Maryland. He was refused entry and attacked, nearly getting killed by a pack of cannibals on his way out. He then headed for the shelter.
On his arrival at Hamilton's hideaway on the 14th February 2078, he was covered in blisters that seemed to be infected, and his arms and face were burned. He then began dying of radiation poisoning, and his hair began falling out. Two weeks later on the 28th, he died. He was then cremated outside.
Frank was to be mentioned in Fallout 3.
