I believe Dermot wears one over in westside (Thorn).
There is no police uniforms in both Fallout 3 and New Vegas. All the dead cops you'll find in Fo3 can be identified by their gun/hat only (Point Lookout bank, Presidential Metro). Some mods add police uniforms, like FOOK Xporc 12:20, April 18, 2011 (UTC)
