I don't know if this is the appropriate place to post this, but I didn't want to edit wiki pages.
I believe the skill books in the Honest Hearts dlc are variable. Unlike the person who claims to have gotten two Big Book of Science, I got two Tales of a Junktown Jerky Vendor skill books. Barter was (and still is) my lowest skill. The books were in the workbench crate inside Fallen Rock Cave (north of Angel Cave).
My belief is, in Honest Hearts, you get two skill books inside one or two workbench crates, that are related to your lowest skill.

This can't be true, as I received a Chinese Stealth manual and I had already maxed out Stealth at 100. I was pretty bummed. I read it anyway and was told that my skill had increased, but alas, I did not have 104 Sneak. ;) I got a Jerktown Junky book as well and Barter was not one of my lower skills. Skills are capped at 100 (except Unarmed), but the game keeps track of the actual value and are used when dealing with negative effects (withdrawal, dehydration, ect.)
