You need "Wild Child" Reputation for this dialogue choice to appear. So, by it saying that you need high infamy with the NCR, is technically correct - but you ''also'' need high fame with the NCR as well - because that's exactly what "Wild Child" Reputation is. Hey guys, I'm working a a character who is an Enclave Operative and was doing the Remnant quest when I found out I had to choose between NCR and Legion. I choose NCR, reading on this very wiki that you can convince Moreno to stay with either a 80 Speech check, or a special dialogue option if you have high infamy with the NCR. Well, I am vilified and I get nothing. Then after a few hours of finding I find this video: http://www.youtube.com/watch?v=IkIpILHSAXI

Exactly 26 min in, you can see the dialogue option of "I work against the NCR as much as I work for them. This is no different".

This option causes Moreno to stand down and join you. I figured if perhaps you were "neutral" instead of "vilified" with the NCR then this would work, but apparently not. The only thing left I can think of is having good reputation with both the NCR AND Legion, but I don't think this is true since the person in the video mentions being "hated" by the Legion. So I'm at a loss. I am pursuing the Mr. House quest line on the PS3 if it makes any difference, was just sent to the substation when I attempted this quest.

-- Ok, so I've tested doing this quest with NCR Idolized, NCR neutral, Legion Accepted and NCR neutral, and doing the NCR, Yes Man, and Mr. House questlines. Still, the dialogue shown in the video is never prompted. I doubt the person in the video was doing the Legion story anyway, as he mentions being hated.
