Hi everyone, new on the wiki and hungry for some answers. I plan on purchasing the Game of The Year edition of Fallout on Oct. 5th, and have been doing my best to learn everything there is to know about this game. What i came here to ask was, if I want a maxed out character with every skill at 100, what level should my intellegance be? The builds I have read about say 9, but if i collect each and every skill book with the comprehension perk and add the educated perk, can I knock my Intellegance points down a bit to even things out a bit more? Also, how long does it take to get to 30 if I just plug away at anything I find?

I don't remember the exact name but there is an article regarding character builds on this wiki. However, intelligence is over-rated in terms of maxing your skills. I have 3 characters that left 101 with an Int of 4 and I maxed them, even before the cap level increase. So I should be padding luck instead? If luck is as important in this as it is in Oblivion, I think that is the path i might take. Also, one more question and then ill stop clogging up the forums with noob questions. Do weapons, items, and creatures level with you like in Oblivion? As an example of this, if i get a Chinese assault rifle at level 4, will its attack be lower than if i got it at level 27? --Morbid Hunger 16:39, September 4, 2009 (UTC)

Items don't level, but creatures do. You don't need to max every skill to 100. For example, if you never intend to use melee weapons, you don't need to put a single point into them. --MadDawg2552 16:45, September 4, 2009 (UTC)

From what I've experienced, maxing all stats is pretty easy. I have the educated perk 10 INT(although I never knew it until a few weeks ago when I've been playing for 260 hours) and comprehension this landed me with 23-24 points at level up. I had quite a few skill books left over on my main char. Seeing as I managed to max all my skills by accident at level 22 I think you should just think about the perks and special placement. The way I see it: don't think about it and it'll happen. To the point of luck, I started with 8 luck and found the luck bobblehead and did the mini quest for the Lucky 8-ball Lord Snip. 07:27, September 17, 2009 (UTC)

ImmaculateKill's user page has a nice article on building a maxed character. I followed his advice on my last play through and it turned out nicely. I only needed to read about two-thirds of the Skill Books to max out all my skills. ArmeniusLOD 04:53, September 23, 2009 (UTC)

I would max out Agility for a newbuild as this gives you Action Points for use in VATS. I always regret not doing this in my first character. Gunner Bill 18:37, September 24, 2009 (UTC)
