As far as I can tell, encountering a legendary NPC is purely based on chance, and this chance is based on the difficulty you are playing at. In other words, you are not guaranteed to encounter a legendary NPC in pretty much anywhere. However, especially on location topics, under layout, legendary enemies are often described. Please remove these legendary references, unless you are absolutely sure that it is a "fixed" one - I've yet to see a "fixed" one though.
Also, any NPC can be a legendary one; I was checking page for feral ghouls, and legendary feral ghoul has an entry there. This and alike needs to be removed, as any feral ghoul variant can be a legendary one. Same goes for pretty much anything else. Lyravega (talk) 12:26, November 18, 2015 (UTC)
