It may sound brutish, but:

It is a well known fact by most of us here at the vault that the Japanese Version of Fallout 3 does not include the bomb in the center of Megaton, and the quest The Power of the Atom is not available. I was just reading the page on this again and say that the Official Xbox Magazine provided the rationale for this as the parallels to real life events. Not to offend anyone, but I think the Megaton bomb is the least of these worries. A game set in a nuclear wastleland is likely to trigger feelings about the aftermath of the bomb, no? What about Ghouls, and their irradiated, deformed skin, resembling victims of the US bombings in real life? I think that if this (Megaton nuke) is banned in the game, the whole game should have been banned. There are countless references to nukes and radiation in fallout, and although this is one of the more extreme cases it seems to me that it is no worse than many of the other things in this game, and it feels oddly selective.
