One of the things that actually intrigued me about the Enclave is that they are shown to have a great deal of resources and tech, but their plan tends to be mostly towards either total genocide or conquest with a bit of hearts and minds mixed in. Now given how badly they seemed to get hit I've actually started to think about some possible ideas of what hey might do with no central leader or overall plan. What I thought about was an idea wherein they might try splitting into groups, basically with them being unable to agree each group kind of heads out in their own way with their own set of plans, not as powerful as they would be as a cohesive whole but also very dedicated to their new gameplan.

Group 1: New-Manity --This group might be the smallest technically just because it goes heavily against the whole pure strain ideology that a lot of the Enclave seemed to cleave to, at least the leadership. Their line of reasoning is that it's clear the FEV works, and produced at least a few useful results. Their plan is attempting to use it not as a tool of genocide but instead to augment humanity with one or more end goals. Option 1) Try to recreate the Master, only this time less crazy and horrific. The goal in this case is to make someone or something that can control the super mutants. There are a ton of them and they could actually be put to positive use. Pacified to keep them from attacking humans and used as heavy shock troops against enemy groups. There are dangers in this but it might help solve multiple problems. Maybe even use controlled super mutants to attack settlements then 'rescue' them and get them on the Enclaves side. Option 2) Super Soldiers. This plan is more to try for the more positive mutations, psychic powers, physical enhancement, make the individuals more powerful and hopefully non-sterile. This would make their troopers more powerful and better able to face threats. It might also give them something they can offer to those they want to bring in. Option 3) Better Bio-engineering. There have been examples of either existing wasteland creatures augmented or even created by the Think Tank or the Enclave. The goal here is to try to push that a bit further, maybe either create useful creatures or make things that are intentionally devastating and release them as mobile destruction tools, wreck areas and test what sort of power the local groups have.


Group 2: Drone on and on --This group is mostly taking the position that they need more advanced tech, they already have something of an edge but the wasteland has more people, and whenever the enclave falls they can loot the technology to reverse engineer it. Simply put they need to pull back and start working on more advanced technology. Further enhance powered armor but even moreso enhance the drones and robots. Robotic soldiers can be sent out in lieu of their dwindling people, and can be set to explode upon defeat, making it harder to recover anything useful. In addition they can work from relative safety, using the drones to gather supplies for their uses.

Group 3: If you can't beat em' --This groups plan is more built around the idea that they have functionally lost against the wastelands as it stands. Not enough manpower or tech and the fact is that civilization is reasserting itself. They don't want to live among the wastelanders however, they do know where the various vaults are. They have the access codes and equipment to open the vaults and make contact. They are a surviving government, and they can bring these people in to their way of life. Avoids the inbreeding problem that is probably already there or at least looming monstrously. It also can give them new resources to work with, if they can get a few dozen vaults in communication they could basically set up a new government, one large enough and with a loyal populace that would let them rebuild. More importantly it would also help them in expansion, they'd no longer be attacking increasingly fortified societies.

These are my thoughts and I think they could actually make for an interesting story within a game, but I'd be curious to hear other thoughts too.
