well, i found a finger in a puddle of blood, on a table, in an Enclave camp in the middle of nowhere, does anyone else thing this is a bit weird?

The finger is for the lawbringer perk. You take the finger(s) to the regulators (north of the minefield) and you get 10 caps for each finger you give the head regulator.
