I mean.. Sure The Legion is 'bad' with Caesar at the helm or not, but think about what kind of depraved, corrupt, or vicious person might be taking over The Legion in his stead, driving it into full rampage. Caesar was an intellectual, and a charismatic leader, the next leader of The Legion could be a whole other breed of monster.
