Seems you can wait out the problem.
Whith the relevant cell refreshed (Sure sign: The wolves are back.) the switchboard was accessible and from then the whole mini-quest was easy.

Hi folks Trying to unlock the Cranberry Island Bunker I have this problem: There is no possibility to interact with the No.2 generator switchboard. Anybody know a solution for this?
