Lieutenant Monroe is a member of the NCR Army stationed in the Mojave Wasteland in 2281.

Background[]

Lieutenant Monroe coordinates operations in the 188 Trading Post area, especially patrols south towards Novac. Private Gilbert and Private Ackerman were part of one such patrol when Jessup's Khans ambushed and abducted them, holding up in the Boulder City ruins. Monroe secured a perimeter around the ruins, but is unwilling to just storm them, as it would certainly result in the deaths of men under his command.

As such, the officer-in-charge of the hostage rescue operation prefers to wait for orders. If he receives orders to attack at any cost, he will, but as far as the Boulder City Showdown goes, he would much prefer a non-violent resolution that does not result in unnecessary loss of life.

  • After finishing the quest Boulder City Showdown, Lieutenant Monroe will start walking to Camp Forlorn Hope. If he arrives there, he will walk to the campfire in the center of the camp and will disappear from the game after a while.
    • He only offers an unchanged dialogue tree which gives background information about Hoover Dam, President Kimball's inspection tour and the Boulder City incident in 2277.
  • Once at Camp Forlorn Hope, Monroe often engages in the defense of the base and may be killed.
  • When killing everyone in Camp Forlorn Hope, such as during the quest We Are Legion, and Monroe is there, he will be the only NCR soldier that will not become hostile towards the player character if another soldier is killed. This is because Monroe is not added to the Camp Forlorn Hope faction.
