TestPhil (named Command Tent on the local map) is a test cell in the game files of the Fallout 3 add-on Operation: Anchorage.
Layout[]
Upon entering the cell, there will be a restrained American soldier, who disappears shortly afterward, replaced by a Chinese NPC after taking a step forward, in which the Lone Wanderer will then be locked into place similar to being in a cutscene.
Using the tcl command to enter the next room, there are several unused test items such as the beta Gauss rifle, The Peepers, a Chinese flag that turns into an American flag upon killing the Chinese soldier, a friendly Chinese soldier, and a disabled deathclaw, none of which appear in the base game.
When turning off noclip, a power-armored American soldier spawns, who is zapped with electricity, and then takes his helmet off, similar to the power-armored soldier who rushes into the Pulse field towards the end of the Operation: Anchorage! quest.
