Cleo is a member of the Circle of Thieves in the Hub around 2161.

Background[]

She works for and protects Loxley in the thieves' underground hideout in Old Town.[1] She is the only member of the Thieves' Guild who will give information about the Guild to the Vault Dweller willingly.
