The ghoul leader is the leader of the Underground ghouls of Necropolis in 2161.
Background[]
The leader is part of the ghoul opposition to Set. Unlike the belligerent self-proclaimed ruler of Necropolis, the underground ghouls are peaceful and believe in coexistence. Set forced them into the sewers, but tolerates their presence and even delivers them water, as he is secretly afraid that if push came to shove, he'd not have enough men to protect Necropolis.[1]

Fix the Necropolis water pump.: Prior to fixing the water pump, the Vault Dweller must talk to the ghoul leader. The leader will give the quest and supply the player with four Dean's Electronics once they show him the parts.
