The Field Preparations Division is a division of the NCR, devoted to preparations of field emplacements for the NCR actions. The only known member of this division (David De Leon) is mentioned in a note addressed to Joseph Polatli, a major at Camp Forlorn Hope. Oddly enough, it is found in the terminal building in Camp McCarran. It's probably there because Major Curtis stole it as part of his espionage role within the NCR.
