Characteristics
False papers can fool the outside guard into letting the Chosen One into Vault City, offering access to everywhere in the city except the Vault.
Location
The False citizenship papers can be acquired from Skeev for 200$ (or 150$ with the appropriate skill check). Additionally, you can collect your money back by intimidating/threatening him.
Notes
The false papers will be recognized as fake by Sergeant Stark and Joanne Lynette inside the city should they get an opportunity to look at them, causing them to be confiscated.
