Vendors
Improvements and themes can be bought from Moira Brown for My Megaton House or from Lydia Montenegro for the Tenpenny Tower Suite. If you let the ghouls in during the Tenpenny Tower Quest, Michael Masters will be in charge of improvements for your suite, however Godfrey will still advise you to go to Lydia Montenegro, even though she is dead.

Where ever you lay your hat, that's your home. Meaning, any building or cave or literally anywhere, you can live there.
A personal favourite is the Outcast Post from Operation Anchorage, or Obediah's Mansion in Point Lookout. Or the Red Racer Factory in the Wasteland.
You can live anywhere you damn well like!!!!!! You can use any storage to stash your stuff and it'll stay there!
