Ranger Esteban Morales was a New California Ranger stationed near REPCONN Headquarters in 2281.
Background
Both Esteban and his wife, Private Christina Morales were stationed at Camp McCarran. Esteban was killed by the Fiends and his corpse is being used by Fiends to lure in NCR troops.

Notes
- Be careful if you have the Bloody Mess perk. If you accidentally shoot him, you can't pick up his corpse to carry to the NCR troopers.
- He has the same name as a multiplayer character in the game Red Dead Redemption.
- if you use the console command resurect he will stand up but his arm will immediately come off and die.
