The Enclave did a lot of bad things, but there were good people at Navarro. Good people with a lot of experience. Not many of them are alive anymore, but I think they could make a difference in the fight against Caesar.Arcade Gannon

The Enclave remnants, in a broad sense, are any members left over from the Enclave after its string of defeats. In a narrow sense, the term refers to a small group of old Enclave veterans living in the Mojave Wasteland in 2281. They are what remains of the Enclave in the West after the Destruction of Control Station Enclave by the Chosen One in 2242 and the Sacking of Navarro during the NCR-Enclave War.

Background[]

While many of the Enclave traveled east to Raven Rock after the Oil Rig's destruction,[1][Non-game 1] Arcade Gannon's father, an Enclave officer, had the squad under his command, which would become the future remnants, stay at Camp Navarro. Gannon ultimately lost his life sometime after or during a mission,[6] but the remnants remained at Navarro for several years until they could stay no longer.

Some years after 2246, the NCR mounted a full invasion of Navarro that would later be known as the Sacking of Navarro. The remnants, Arcade Gannon, and Arcade's mother fled from Navarro before the raid. Along with many other Enclave survivors, the remnants attempted to integrate into the New California Republic, but the NCR eventually learned of this demographic and the remnants were forced further and further onto the frontiers.[1] Those that did not leave Navarro were killed outright. Many other Enclave members and their families were pursued by bounty hunters and the NCR Rangers, and those that were not killed or captured by the NCR were eventually hunted down by the Brotherhood of Steel.[7][1]

While Arcade Gannon and his mother went separate ways from the remnants, he has kept contact with the remnants over the years.[1][8] Captain Judah Kreger led the remnants to a small Vertibird refueling station hidden close to Mount Charleston. There, they stashed their equipment and Vertibird in case a need arose for it, but their equipment ended up unused for decades as their lives carried on undisturbed.[9]

Eventually, the surviving members settled in and around the Mojave Wasteland, where Arcade Gannon and former Captain Judah Kreger served to maintain the group's connection over the years.[8][2] Judah Kreger explains that he was once the group's commanding officer, but that no one is required to follow his orders anymore.[10][11] He reminisces about a time where the Enclave gave the group purpose, and that their goals were always focused on trying to civilize things.[12]

By 2281, these were the only known surviving Enclave members in the Mojave Wasteland. The Courier can convince the individual members of the Enclave remnants to reorganize and reunite for one final battle, another shot at glory, and a choice of either vindication (siding with the NCR), or vengeance (siding with Caesar's Legion).[13]

Outside relations[]

Due to their former affiliation with the Enclave, a fascist paramilitary organization[14] that tried to wipe out the world's population, the remnants are considered war criminals by the New California Republic and the Brotherhood of Steel and are actively hunted by Rangers, paladins and bounty hunters alike. The Followers of the Apocalypse also do not tolerate former Enclave members and will force them out of their organization.[1][7]

The NCR learned of former Enclave members integrating into the country after the sacking of Navarro and began to pursue any remnants they could locate.[15] This has made former Enclave remnants bury their past and retreat to the frontiers of the NCR so as to never expose their former association to the public in fear of their lives, such as Judah Kreger and Arcade Gannon. Other members living on the fringes or in unincorporated sections of the NCR away from NCR proper do not have to hide their past association and will actively make it known to anyone who engages with them.[16]

Through the choice of the Courier, the remnants can be convinced to either support the New California Republic or Caesar's Legion. If the Courier chooses to ask them to side with the NCR, Orion Moreno will express his hatred of the NCR and refuse to fight for them. If the Courier asks them to side with the Legion, Cannibal Johnson and Arcade Gannon will leave and there is no way to convince them to stay.

Alliance[]

  • Through the choice of the Courier, the remnants can be convinced to either support the New California Republic or Caesar's Legion.
    • If they are asked to side with the NCR, Orion Moreno leaves the room. He is found just outside the briefing room in the hangar. He will talk about his hatred of the NCR and will refuse to fight for them. If the Courier has a Speech skill of 80 or a large amount of NCR infamy, Orion can be convinced to participate in the attack, otherwise, he will attack the player character and must be fought.
    • If they are asked to side with the Legion, Cannibal Johnson and Arcade Gannon will leave with no way to convince them to stay. The Courier can then talk to Orion Moreno for training in power armor. Moreno will give them Johnson's suit since he will not be using it.
  • Even though Arcade Gannon supports the idea of the Courier fighting for an independent New Vegas, there is no dialogue option to explicitly get the Enclave remnants to fight for New Vegas's independence, nor to assist Mr. House, who is similarly opposed to both the NCR and the Legion. In order to make an alliance between the remnants and Yes Man or Mr. House, they must be convinced to fight for NCR, since the path (battling eastwards through the Legion's ranks) and ultimate goal (killing Lanius) are still the same. However, Cannibal Johnson will turn hostile if the player cannot talk down General Oliver.

Interactions with the player character[]

  • For Auld Lang Syne: The Courier has the option of making contact with Arcade's father's old squadmates in an effort to gain their support during the upcoming Second Battle of Hoover Dam. Once each member agrees to meet, they will share an individual part of a passphrase that when completed, grants access to their bunker.

Notes[]

  • Even if the remnants are killed during the Second Battle of Hoover Dam, the ending cutscene will show them all as being alive.
  • Unlike Arcade Gannon, they will not comment on ED-E's presence despite them being former Enclave members.
  • While the Enclave is stated as having relocated from New California to "a lot of different places" according to Arcade Gannon[15] sometime after the events of Fallout 2, there were a few members that decided to linger behind in Camp Navarro, rather than accompanying Autumn Senior and the rest of the Enclave in their journey to the East Coast.

Appearances[]

The Enclave remnants appear only in Fallout: New Vegas, with Doctor Henry also appearing in Fallout 2.

Behind the scenes[]

The remnants were at one point called the Devil's Brigade (as per Cannibal Johnson's dialogue file), but was simplified to just the Enclave Remnants at some point during development.[18]

My mother and I left with some of the troopers from my father's old unit, the same people I've kept in contact with over the years. Anyone who didn't get out was killed by the NCR. Even some of the ones who escaped were eventually hunted down by the Brotherhood of Steel."

Cannibal Johnson: "I'm sorry to say that it was. Civilian casualties was acceptable and sometimes... encouraged. My former squadmate Moreno didn't need encouraging. Moreno and I might've killed each other if Captain Kreger hadn't been there to pull us apart."
    (Cannibal Johnson's dialogue)
  3. 3.0 3.1 The Courier: "What did you do when you were with the Enclave?"
Cannibal Johnson: "Squad marksman. I'm pretty proud of the fact that I never killed a single soul who wasn't trying to kill me or one of my team first."
    (Cannibal Johnson's dialogue)
  4. 4.0 4.1 The Courier: "What did you do when you were with the Enclave?"
Orion Moreno: "Heavy weapons trooper. Nothing better than hosing down a target with an excess of bullets and laser fire. By the time I got through with things, not much was left standing. Any morons who didn't run when they saw me coming got what they deserved. Back then, it was war. If we'd been on the winning side, I'd be called a hero."
    (Orion Moreno's dialogue)
  5. 5.0 5.1 The Courier: "You were a pilot?"
Daisy Whitman: "Vertibird pilot. Seventy-one missions and only lost one chopper. Rotor malfunction over Klamath. Hard landing, but I walked away."
    (Daisy Whitman's dialogue)
  6. Arcade Gannon: "Since my mother died, Daisy's been the only woman in my life. She was the only other woman close to my father, too. She flew him out on over a dozen missions, including his last. I've always been close to Daisy. There have been some good men along the way, but lovers make poor confidants. Daisy never had children of her own, so she was always there to listen. Being in the Enclave didn't mean much to her. She just loved to fly. It broke her heart to be grounded."
    (Arcade Gannon's dialogue)
  7. 7.0 7.1 Arcade Gannon endings: "Though Arcade had not hoped for an NCR victory, he was proud of his role in the defense of Hoover Dam against the forces of Caesar's Legion. Unfortunately, when word spread that Arcade was once a member of the Enclave, he was forced out of the Followers of the Apocalypse. Pursued by bounty hunters, NCR rangers, and the Brotherhood of Steel, Arcade pushed deep into the eastern plains and was never heard from again."
  8. 8.0 8.1 Arcade Gannon: "Judah Kreger is the glue that's kept us all together over the years, and with good reason. Anyone who can command Moreno and Johnson in the same unit without somebody getting fragged is one hell of a leader. Kreger was polite and kind, but never warm. He always did his best to make me feel welcome in the group. I think he did it out of a sense of loyalty to my father. Loyalty means a lot to Judah. Not loyalty to the Enclave, or even the ideals they fought for, but to the people who served with him."
    (Arcade Gannon's dialogue)
  9. The Courier: "What is this place?"
Judah Kreger: "This was a minor refueling station for vertibirds. It seemed an appropriate place to stash our equipment if we ever needed. I'm surprised this place hasn't fallen apart. When I put it into standby mode, I expected to return to it within a few years, not decades."
    (Judah Kreger's dialogue)
  10. 10.0 10.1 The Courier: "I'd like to know more about your former squad."
Judah Kreger: "I was the officer in charge, and Johnson and Moreno were my heavy hitters. Henry handled tech things, and Whitman flew the chopper. Johnson and Moreno never got along, and I had my hands full keeping those two apart some days. It was a difference in philosophy, mostly. "Mercy" was not part of Moreno's vocabulary."
    (Judah Kreger's dialogue)
  11. 11.0 11.1 The Courier: "You're the officer here. Can't you just order him to go along with the plan?"
Judah Kreger: "I stopped being Moreno's officer a long time ago. Everyone here respects me, but they don't need to follow my orders. Not anymore."
    (Judah Kreger's dialogue)
  12. The Courier: "Tell me about the old days with the Enclave."
Judah Kreger: "I miss those days sometimes. We all had a purpose, you know? I admit that some of the folks in charge were pretty ruthless. The rest of us, though - we were just trying to civilize things. The NCR was still new and it didn't look like they'd last all that long. Then, we lost the oil rig and shortly after that, the base at Navarro. Nobody left except us Remnants."
    (Judah Kreger's dialogue)
  13. The events of the quest For Auld Lang Syne in Fallout: New Vegas.
  14. The Courier: "Do you always deflect personal questions?"
Arcade Gannon: "Only to obfuscate my past association with a fascist paramilitary organization. I'm joking, of course. I will deflect personal questions at any opportunity."
    (Arcade Gannon's dialogue)
  15. 15.0 15.1 The Courier: "Where did the Enclave go?"
Arcade Gannon: "A lot of different places. I only know what I was told. Some of them were cut down by the NCR and the Brotherhood. Some of them went east. My mother never told me what happened to my father, but she and I went south with some others and integrated into the NCR. When the NCR learned that Enclave personnel had integrated, we kept moving to the fringes. It's one of the reasons why I wound up out here."
    (Arcade Gannon's dialogue)
  16. Interactions with Cannibal Johnson, Daisy Whitman and Doctor Henry
  17. The Courier: "You were with the Enclave?"
Henry: "Yes, but the leadership and I didn't see eye to eye, so I left. It was the right decision, since the Enclave's oil rig was destroyed not long after."

  1. Fallout 3 Official Game Guide Game of the Year Edition p.66: "Colonel Augustus Autumn
Autumn grew up on an oil rig off the California coast (the base of operations for the Enclave, the secretive contingent of the United States government that survived after the apocalypse). His father was the high-ranking Enclave scientist on orders from the president to move all high-ranking officials to the only other secure Enclave location with a functioning ZAX super-computer, Raven Rock. Colonel Autumn has proven to be far less subservient than his scientist father, often openly disagreeing with the president's decisions."
