Scribe Elizabeth Jameson is a Scribe in the Brotherhood of Steel, who is the Keeper of the Scrolls for The Citadel. She is in charge of keeping the records of all the Brotherhood members based out of The Citadel. Any Brotherhood Holotags you find should be handed over to her, as she will reward you with 100 caps and 25 experience each.
Scribe Jameson can be found in the Archives area of the A Ring at The Citadel, besides when she is sleeping.
Please note, the The Waters of Life section of the main quest must be completed before you gain access to The Citadel and thus, this character. You may also see Scribe Yearling at the Arlington Library for information and directions to this character. Note that once you start the Take it back! quest (the final quest) she will not talk to you and simply wish you good luck. If you have Broken Steel, she will continue to accept tags after "Take it back".
