Grath reminded Captain Arnold Wabash that repairs to the USS Democracy were of the utmost priority, in order to be en route to the South China Sea within a prescribed window of time.[1] Having survived the Great War, the admiral blamed Wabash for the Democracy's inability to launch its missile payload due to a missing launch key.[2]
